Symptoms
Consider the following scenario:

You have an Exchange Server Hybrid configuration.

As part of the configuration, Journaling is configured, and Journaling decryption is enabled through the transport configuration settings.

Azure Information Protection (AIP) is used to protect a file that's attached to the email message.
In this scenario, only the email message is decrypted. The attachment itself remains encrypted.
Resolution
To fix this issue, install the following security update:
