Symptoms
Consider the following scenario:

You use Microsoft SQL Server 2016 Reporting Services (SSRS 2016).

You apply the latest Service Pack 2 (SP2) or higher for SQL Server 2016.

After updating, you try to open a .HTML from the SSRS web portal.
In this situation, you may notice that the web browser prompts to download the .HTML file instead of directly opening the file within the SSRS web portal.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

This issue is fixed in the following cumulative update for SQL Server:
