Symptoms
Assume that you have a database on SQL Server 2019 that's using Read Committed Snapshot Isolation (RCSI). If you are running a highly concurrent transactional workload against the database, you may observe contention on the XVB_List spinlock as well as high CPU utilization.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

This issue is fixed in the following cumulative update for SQL Server:
