This issue occurs when you have defined many voice routes in a Microsoft Lync Server 2013 environment that has Enterprise Voice enabled. This issue occurs because Lync Server 2013 Control Panel cannot handle many voice routes.
Resolution
To resolve this issue, install the February 2015 Cumulative Update for Lync Server 2013 web components server.
