This article describes update 4461484 for Microsoft Visio 2013 that was released on March 5, 2019.
Be aware that the update in the Microsoft Download Center applies to the Microsoft Installer (.msi)-based edition of Office 2013. It doesn't apply to the Office 2013 Click-to-Run editions, such as Microsoft Office 365 Home (see What version of Office am I using?).
Improvements and fixes
This update contains the following improvements:

Makes some changes so that Visio 2013 can use the correct Japanese calendar and support format dates by using a new Japanese era name when it's available.
Note This update provides this functionality for the 64-bit version of Visio 2013 only. To enable this functionality of the 32-bit version, install April 2, 2019, update for Visio 2013 (KB4464505). -
Adds the Gannen date format support for the Visio Application Programming Interface (API).
