Symptoms
Consider the following scenario:

You have a Qualcomm device that is running in Windows RT 8.1, such as Nokia Sirius.

The Qualcomm device connects to a digital media receiver (DMR) device.

You use the Play To feature to play a video from the Qualcomm device to the DRM device.
In this scenario, the DRM device plays the video. However, after a short period, the Play To feature freezes on the DRM device. Additionally, the feature does not resume on the Qualcomm device.
