Symptoms
Consider the following scenario:
-
You have a Windows Server 2008-based read-only domain controller (RODC) that has the Netlogon chaining feature enabled.
-
The Windows Server 2008-based RODC is under heavy load. Or, the link between the RODC and the hub domain controller is slow.
In this scenario, Authentication and Directory Services are either slow or these services fail on the RODC. Users may also encounter one of the following symptoms:
-
If a user to logs on to the domain through the RODC, the logon may take a long time.
-
The RODC does not reply, or the RODC replies slowly to Lightweight Directory Access Protocol (LDAP) requests or to Kerberos version 5 protocol requests from clients.
Additionally, event ID 1173 is logged many times in the Directory Service event log:Log Name: Directory Service

This problem occurs because the NetrLogonGetDomainInfo function incorrectly holds some very important sections open when the function performs the chaining call to the writable domain controller. This problem causes a high load on the RODC when the NetLogon chaining feature accesses a slow wide area network (WAN) link.
Resolution
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Prerequisites
You must have Windows Vista Service Pack 1 and Active Directory Domain Services (AD DS) installed to apply this hotfix.

Open Register Editor.

Locate the following registry subkey:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Netlogon\Parameters\EnableChainSetClientAttributes -
Set the value of the EnableChainSetClientAttributes registry subkey to 0.
