KB4511884 - FIX: Error occurs when a non-dbo user alters procedure in SQL Server 2017 database that has Merge Publication enabled

Symptoms


Assume that you create a non-dbo user with DDL admin permission in SQL Server 2017 database that has Merge Publication enabled. When the user tries to alter the procedure, the user may receive an error message that resembles the following: 
Msg 21050, Level 16, State 1, Procedure ProcedureName, Line LineNumber [Batch Start Line LineNumber]
Only members of the sysadmin fixed server role or db_owner fixed database role can perform this operation. Contact an administrator with sufficient permissions to perform this operation.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
