Symptoms

The Recommended pilot devices tile of the Office 365 Pilot and Health dashboard may not show any devices, even if there are eligible devices in the environment.
If this occcurs, the SMS_STATE_SYSTEM component will also show a status value of Critical in the Component Status monitoring node under System Status. An error resembling the following is shown in the Configuration Manager console.

Error Code 620
Microsoft SQL Server returned SQL message 547, severity level 16: 23000][547][Microsoft][SQL Server Native Client 11.0][SQL Server]The MERGE statement conflicts with the FOREIGN KEY restriction "OfficeReadiness_MachineIdGroupXRef_FK". The conflict occurred in the CM_{SiteCode} database, table "dbo.MachineIdGroupXRef".


The statesys.log on the site server also contains errors resembling the following.
