FIX: Incremental statistics runs with higher sample rate than regular statistics when statistics are created or updated in SQL Server 2014 or 2016

When statistics are created or updated in SQL Server 2014 or 2016, the sample rate of incremental statistics is higher than for regular statistics. In this case, the higher sample rate may result in a higher cost of sampled statistics creation and updates.
Note Calculation of sampled statistics is not parallelized.
This issue occurs because an incorrect page count is used when you create or update the sampled incremental statistics.
This issue is fixed in the following cumulative updates for SQL Server:
