You can't use the Remote Desktop client to connect to Windows SBS 2003

Symptoms

If you are a member of the Power Users group or the Remote Desktop Users group, when you use the Remote Desktop Client to try to connect to a Microsoft Small Business Server (Windows SBS) 2003 computer, you receive the following error message:
The local policy of this system does not permit you to logon interactively.

Resolution

Method 1: Add the Remote Desktop Users group to the "Allow log on through Terminal Services" right
To add the Remote Desktop Users group to the "Allow log on through Terminal Services" right, follow these steps:
  1. Click Start, and then click Run.
  2. Copy and then paste (or type) the following command in the Open box, and then press Enter:
    secpol.msc


  3. Expand Local Policies, and then click User Rights Assignment.


  4. In the Policy column, double-click Allow log on through Terminal Services.
  5. Click Add User or Group.


  6. Type Remote Desktop Users, and then click OK two times.


  7. Close the Local Security Settings dialog box.
  8. Click Start, and then click Run.
  9. Copy and then paste (or type) the following command in the Open box, and then press Enter:
    cmd
  10. Copy and then paste (or type) gpupdate /force, and then press Enter.
  11. Close the Command Prompt window.


Method 2: Reinstall the Administration component in Windows Small Business Server 2003
To reinstall the Administration component in Windows Small Business Server 2003, follow these steps:
  1. Click Start, point to Control Panel, and then click Add or Remove Programs.
  2. Click Windows Small Business Server 2003, and then click Change/Remove.


  3. On the Component Selection screen, click the Server Tools component, and then select Maintenance in the Action list.

  4. On the Component Selection screen, click the Administration component, select Reinstall in the Action list, and then click Next.


  5. Click Next two times.
  6. When the Setup program has finished, click Finish.
  7. Click Start, and then click Run.
  8. Copy and then paste (or type) the following command in the Open box, and then press Enter:
    cmd
  9. Copy and paste (or type) gpupdate /force, and then press Enter.
  10. Close the Command Prompt window.

Additional resources

This issue may occur if the computer that is running Windows Small Business Server 2003 was upgraded from the Evaluation version to the Full version of Windows Small Business Server 2003. The Remote Desktop Users group does not have the "Allow log on through Terminal Services" right after the upgrade. The Power Users group is a member of the Remote Desktop Users group. Therefore, the Power Users group also does not have the "Allow log on through Terminal Services" right.
