After you migrate to Microsoft Exchange Server 2013 in Microsoft Office 365 Dedicated/ITAR, you can't find your Lync contacts in Microsoft Outlook Web App (OWA).
This issue occurs because of changes in OWA and Lync integration in Exchange Server 2013 after a migration. Because of these changes, the Lync contacts folder in OWA is empty or is not listed in the People pane.
This behavior is by design. All other integration functionalities are available.
