The instructions to set permissions through the Exchange admin center (EAC) or through Windows PowerShell are available for both legacy Dedicated and vNext customers at Manage Permissions for Recipients. This operation is completed directly in the cloud.

Note As documented in the article, the Windows PowerShell cmdlet to add Send As permissions varies, depending on the customer environment. Legacy Dedicated customers should use the Add-ADPermission, and vNext customers should use the Add-RecipientPermission.
