DBCS characters in a rule name are converted to question marks after you move a mailbox from Exchange Server 2003 to Exchange Server 2007

Symptoms

Consider the following scenario:
  • In a mixed Microsoft Exchange Server 2003 and Microsoft Exchange Server 2007 environment, you have a mailbox that is located on an Exchange Server 2003 server.
  • You create a rule for the mailbox.
  • The rule name contains double-byte character set (DBCS) characters.
  • You move the mailbox to an Exchange Server 2007 server.
In this scenario, the rule name is garbled, and the DBCS characters are converted to question marks.

Cause

This issue occurs because Exchange Server 2007 uses an incorrect code page when you move a mailbox to an Exchange Server 2007 server.

Resolution

To resolve this issue, install the following update rollup:
2602324 Description of Update Rollup 5 for Exchange Server 2007 Service Pack 3
