Email remains in the Outbox when the StrictAccountOrder registry value is non-zero

Symptoms

When you send an e-mail message using Simple MAPI, the e-mail message does not get immediately sent. Instead, it remains in your Outbox until a Send/Receive operation occurs in Outlook.

Note: Sending an e-mail message using Simple MAPI is done when you use an application other than Outlook to initiate the sending operation. For example, you right-click a file on your desktop, select Send To and then click Mail Recipient.

Cause

This problem occurs when both of the following items are true:
  • You are using an Online mode (not Cached mode) profile for your Microsoft Exchange Server mailbox.
  • You have the following data configured in the Windows Registry.
Outlook 2013, Outlook 2010 or Outlook 2007

Key: HKEY_CURRENT_USER\Software\Microsoft\Office\x.0\Common\MailSettings
DWORD: StrictAccountOrder
Value: 1
Note, in the above registry key path, x.0 corresponds to your version of Outlook (15.0 = Outlook 2013, 14.0 = Outlook 2010, 12.0 = Outlook 2007)

Outlook 2003

Key: HKEY_CURRENT_USER\Software\Microsoft\Office\Common\MailSettings
DWORD: StrictAccountOrder
Value: 1

Resolution

To resolve this problem, use one of the following solutions.
  • Use a Cached mode profile for your Microsoft Exchange Server mailbox

  • Change the value of StrictAccountOrder in the registry to zero (0)
