Consider the following scenario:
- A user performs an operation by using an application that sends a port list in Microsoft BizTalk Server 2013.
- The application uses the Microsoft.BizTalk.ExplorerOM assembly or BizTalk Server Administration Console.

This issue occurs because the SELECT permission is not granted to the BTS_HOST_USERS or BTS_OPERATORS SQL Server database role on the bts_dynamicport_subids and bts_dynamic_sendport_handlers Biztalk tables.
