Long delay before all services are ready after you install an application on a computer that is running Windows 7 or Windows Server 2008 R2

Symptoms


You install an application on a computer that is running Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 SP1. The application creates a file whose file name is longer than 127 characters. In this scenario, every time that the computer is restarted, you experience a long delay before all services are ready. For example, this issue occurs after you install Serbian Language Pack.

Cause


This problem occurs because a file name longer than 127 characters causes Windows not to insert an entry for the catalog into the database and triggers a rebuild of the catalog database every time that the Cryptographic Services service starts. This rebuild operation consumes time and CPU resources.

Resolution


Hotfix information

Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing.
