In Microsoft Outlook 2016 for Mac or Outlook for Mac 2011, when you move an email message from your mailbox to Exchange Public Folders, the received date of the email message changes from the original received date to the date and time that you moved the email message.
This behavior is by design. In Microsoft Exchange Server 2007 and Microsoft Exchange Server 2010, when an email message is moved to a Public Folders store by using an Exchange Web Services client such as Microsoft Outlook for Mac, the store sets the delivery time to the current time when you save the email message.
As a workaround, use the Microsoft Outlook for Windows client to move email messages from a mailbox to Exchange Public Folders.
Because of a redesign of Public Folders architecture, this behavior does not occur in Microsoft Exchange Server 2013.
