OOBE process freezes and Microsoft Software License Terms does not display in Arabic version or Hebrew version of Windows 8.1

Symptoms


When you start a computer that is running Arabic version or Hebrew version of Windows 8.1 for the first time, the out-of-box experience (OOBE) process freezes, and Microsoft Software License Terms is not displayed.
