Introduction
This article describes a country-specific update for the Netherlands that supports changes in the functionality for creation VAT and ICP electronic declarations in XBRL format and submission of the reports to the authority through Digipoort web services.
The update is available for Microsoft Dynamics AX 2009 Service Pack 1, Microsoft Dynamics AX 2012, and Microsoft Dynamics AX 2012 R2.
The Dutch Tax authority requires submission of VAT and ICP reports to the authority in XBRL format, and particularly in accordance with Dutch taxonomy (NL). Standard Business Reporting (SBR) has compiled the Dutch Taxonomy (NT), which allows information exchange within the financial chain of accountability. This taxonomy makes it easier for businesses to fulfil their obligations to provide information that arise from the Annual Accounts Act and the tax and statistics legislation.
The Dutch Tax administration is in the process of the phased implementation of Standard Business Reporting (SBR) that is directly linked to Digipoort. This implies the (phased) replacement of the current BAPI-channel for delivering declarations towards using Digipoort for that in the coming years.
According to the plans VAT declarations and ICP reports must be submitted to the authority according to SBR requirements (NL Dutch Taxonomy) through Digipoort channel starting from January 1, 2014.

In order to use Digipoort, the company should have a valid certificate that is (amongst others) used for authentication and setting up a secure connection. A global description of certificates can be found in the (Dutch) Certificates Factsheet that is offered by SBR:

More Information
With this update Microsoft provides changes in existing functionality:
- Electronic ICP declaration
- Electronic OB declaration
- Electronic tax declaration parameters
ICP and VAT declarations will be created the same way as before hot fix installation. But the format of XML files is changed to be compliant with NL Dutch Taxonomy version 8.0. There are no changes in the data collection and preparation logic.
The path for declarations creation and submission: General ledger > Periodic > Sales tax payments > Netherlands
Setup of the electronic declaration through Digipoort assumes the following steps:
- define contact and service bureau options if applicable
- define time out for the connection to the services and uploading the declaration
- define workfolder for xml files
- define valid certificates for connection to Digipoort services
- define number sequences for messages identification
- define address of the company, or change the default one
When submitting electronic declarations, system will generate statuses and collect errors if any come from Digipoort services.

Additional notes:
· Before install hotfix you should process all old declarations because old functions will be disabled after installation of the hotfix.
· You should install certificates in the certificate store on the client computer for local machine certificate tree (Personal and Trusted People for client and server certificates accordingly).
· If users need to process an error during request sending as business error and set Error status for the declaration after getting such error they have to setup the error codes in the General ledger > Setup > Sales tax > Netherlands > Electronic tax error messages form.
· Button Import XML enabled only if the status of the OB/ICP declaration is Created or Acknowledgement. Otherwise it's disabled.

Installation information
Due to technical reasons and specifics of architecture of Microsoft Dynamics AX 2009, to provide integration with Digipoort services after installation of the hotfix, it is necessary to download and register dynamic linked library “Microsoft.Dynamics.Digipoortservices.dll”. This .dll file will be downloaded together with the hotfix package, but you will see it as a separate file. Perform the following steps to have it registered and available for proper connection with Digipoort services:

Setup the following .NET hotfixes, all for Windows Server 2003 (x86 version):

SP2 for .net framework 3.0. The only supported way to get 3.0 SP2 is to install 3.5 SP1:

First select x86 version for Server 2003, then it will suggest to download and install 3 updates for all frameworks 2.0, 3.0, 3.5 at once. Accept all three. Restart computer. -

(x86; do not be confused that you are suggested to download hotfix for .NET Framework 3.0 SP2 in spite of KB is for Framework 3.5 SP1. This hotfix for 3.0 SP2 is correct one to apply against framework 3.5.)

Put the Microsoft.Dynamics.Digipoortservices.dll file into the AX_CLIENT_FOLDER\Bin directory.

Register Microsoft.Dynamics.Digipoortservices.dll by running the Regasm.exe file:
If MS Visual Studio is not installed, install Win SDK to get Regasm.exe installed.
Note: Version of Regasm.exe must be v2.0.50727 or higher.

If the .dll file is registered successfully, you will get the message: "Types registered successfully". -
