Precision Touchpad stops working when your Windows 8.1 device wakes from sleep

Symptoms

Consider the following scenario:
  • You are using a Windows 8.1 or Windows 8.1 RT device that has a Precision Touchpad.
  • The device enters sleep mode.
  • To wake the device, you perform a two-finger swipe on the Precision Touchpad.
In this scenario, after the computer resumes from sleep mode, you cannot use the touchpad to make the mouse pointer move. Also, any one-finger gestures that you make on the touchpad have no visible effect.
