Symptoms
Consider the following scenario:
- You have a non-English-language-based server that is running Windows Server 2012 R2 or Windows Server 2008 R2 Service Pack 1 (SP1).
- You install Active Directory Federation Services (AD FS) on the server.
Cause
This issue occurs because of a mismatch when AD FS writes the date and time objects into the database, and then reads them back as AD FS starts.
How to obtain this update or hotfix
To resolve this issue, we have released hotfixes for Windows Server 2008 R2 SP1 that have a restart requirement, and released updates for Windows Server 2012 R2.
If the hotfix is available for download, there is a "Hotfix Download Available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.
