Symptoms
You lock a Microsoft Lync Phone Edition telephone by engaging the "lock" button on the telephone or by locking the computer that is connected to the telephone. The Lync Phone Edition telephone is deployed for Enterprise Voice users. In this situation, you can still make calls by using the telephone.
Note When this issue occurs, the Unlock option is displayed in the telephone menu. This indicates that the telephone is locked.

Resolution
To resolve this issue, install the following cumulative updates:

After you apply these updates and then have an administrator configure an appropriate setting (see the "More Information" section), the Lync Phone Edition telephone will not let you make a call other than an emergency call when the telephone is locked. The emergency call number may be 911, 112, or a number that is configured as an emergency dial string.

To control the lock feature, an administrator must set an existing policy entry in the CsClientPolicy object. By default, the lock behavior will not be changed by this update until the DisableHandsetOnLockedMachine value is set to "TRUE."

To prevent outgoing calls on a locked telephone, an administrator must set both the in-band policy and the EmergencyDialString setting in the location policy. Setting only the in-band policy will not prevent outgoing calls. Lync Phone Edition also supports the optional EmergencyDialMask parameter that requires the EmergencyDialString setting to be set.

If an administrator sets the in-band policy to True before you install the August 2014 cumulative update and before the emergency dialing feature is set, the telephone may prevent outgoing calls and only allow emergency calls. If this is not the desired behavior, the in-band policy should be set to False to enable outgoing calls again. By default, the in-band policy is set to False.
