This problem occurs because the 2012 R2 Active Directory Federation Server (AD FS) service is not running.

To resolve this problem, check the AD FS Service status.
  1. Log on to the AD FS server.
  2. Run the Service Management Console (Services.msc).
  3. Locate the AD FS service, and verify that the service is started.

If the service is not started, start the service.
