FIX: "Cannot bulk load" error when you run a query that contains INSERT statements if trace flags 4199 and 610 are enabled on a server that is running SQL Server 2014

Symptoms

Assume that you enable trace flags 4199 and 610 on a server that is running Microsoft SQL Server 2014. When you run a query that contains INSERT statements, you may receive an error message that resembles the following:

Server: Msg 4819, Level 16, State 1, Line 3 Cannot bulk load. The bulk data stream was incorrectly specified as sorted or the data violates a uniqueness constraint imposed by the target table. Sort order incorrect for the following two rows: primary key of first row: row_id, primary key of second row: row_id.
