Assume that you have a Windows 8.1-based or Windows 8-based touch-screen device that has a high native resolution. When use the device to play games or run other apps that try to run full-screen with a lower resolution, Windows may select incorrect scaling, and the app may appear in a small window in the center of the screen.
This is a known issue on Windows 8 and Windows 8.1. The issue doesn't occur on non-touch-screen devices. We are working to address this issue in future Windows releases.
