You can't disable the option to restrict access by using a Group Policy setting in Office 2016

This issue occurs because the registry value isn't read by Microsoft Office 2016 applications. For example, the following registry value in Microsoft Word 2010 disables the option to restrict access. However, the same registry value does not work for Word 2016.
ProductRegistry keyRegistry entryTypeValue
Word 2010HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\14.0\Word\DisableCommanbarItemsListTCID1REG_SZ7991
Word 2016HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\16.0\Word\DisableCommanbarItemsListTCID1REG_SZ7991

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
