FIX: Can't save a business rule when the condition and action refer to different parent entities in SQL Server 2016 Master Data Services

Assume that you create a business rule in SQL Server 2016 Master Data Services (MDS). If you set a condition to refer to a parent entity, and you set an action to refer to another parent entity, you can't save or publish the business rule.
