FIX: URL encoding is incorrect when the Excel workbook name is in Russian language in SSRS 2016

Symptoms


Assume that you use Microsoft SQL Server 2016 Reporting Services (SSRS) to generate a link to other Microsoft Excel workbooks stored in a shared folder. When the Excel workbook name is in Russian language, the link seems to be broken.

The link should be С:\название на русском.txt. However, Excel tries to open C:\Название на €ÑƒÑÑÐºÐ¾Ð¼.txt.

Cause


This issue occurs because the URL encoding is incorrect as Microsoft Excel uses CP1251 but SSRS generates UTF-8 hyperlink.

Status


Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

This issue is fixed in the following cumulative update for SQL Server:
