Issue

When a policy is configured to prevent Excel from running Excel 4.0 (XLM) macros, the Solver and Analysis ToolPak add-ins will not function properly. Functionality may be missing, and results may not be computed, even if the user is informed of a successful computation. Excel 4.0 (XLM) macros can be disabled by one of the following methods:

  1. By using the Group Policy Editor to enable the policy User Configuration > Administrative Templates > Microsoft Excel 2016 > Excel Options > Security > Trust Center > Prevent Excel from running XLM macros.

  2. By setting the following DWORD registry value to 1. HKCU\SOFTWARE\Microsoft\Office\16.0\Excel\Security\XL4MacroOff

  3. By deploying the current Security baseline for Microsoft 365 Apps for enterprise which contains the policy mentioned in #1.

Status

We are currently working on an update which will fix this issue. The update is currently available if you have opted into the Office Insiders program and opted to receive the Beta updates (version 16.0.15310.20004 or greater).

This update is targeted to be generally available in late June, but the exact date is not yet determined. 

Workaround

For users who need to use the Solver and Analysis ToolPak add-ins, the following policy may be deployed instead.  NOTE: this policy only disables Excel 4.0 (XLM) macros in untrusted workbooks that already have Excel 4.0 (XLM) macros; it does not disable XLM in trusted documents. Changing this policy on your computer may only be temporary, because your organization's policy may subsequently override your change.

In GPEdit, go to User Configuration > Administrative Templates >  Microsoft Excel 2016 > Excel Options > Security > Trust Center > Macro Notification Settings, and uncheck the box “Enable Excel 4.0 macros when VBA macros are enabled”.
