"Error 1722" error message when a program uses the NetUserGetLocalGroups function in Windows Server 2003

Symptoms

When a program that is running on a Microsoft Windows Server 2003-based computer, a Microsoft Windows 2000-based computer, or a Microsoft Windows XP-based computer uses the NetUserGetLocalGroups function to query Active Directory in another domain, and the user name is in the Domain Name\User Name format, you may receive the following error message:
A system error has occurred: 1722
You do not receive an error message if the user name does not include the domain name. For example, the query is successful if you use the User Name format instead of the
Domain Name\User Name format.

Cause

This problem may occur if NetBIOS over TCP/IP is disabled on the computer, or if Netbios Name resolution is not working because the comuter has no WINS servers defined or there are missing entries in the LMHOSTS file.

Resolution

Note If NetBIOS over TCP/IP is disabled or if no WINS server is defined, the Domain Name part of the user name format Domain Name\User Name should be a fully qualified domain name (FQDN). For example, if the user name is
username at
testdomain.microsoft.com, the user name should be
testdomain.microsoft.com\username for the call to
NetUserGetLocalGroups() to succeed. If you use a domain name that is not an FQDN as part of the user name, you will receive the error that is noted in the "Symptoms" section. For example, if you use testdomain\username as the user name, you will receive this error.

Note This issue has been resolved in Windows Server 2003 Service Pack 1 (SP1) and in Windows Server 2000 Service Pack (SP4) Rollup 1.

Workaround

To work around this problem, enable NetBIOS over TCP/IP. To do this, follow these steps:
  1. Click Start, and then click
    Control Panel.
  2. Double-click Network Connections.
  3. Double-click the Local Area Connection to be configured, and then click Properties.
  4. In the list of components, click Internet Protocol (TCP/IP), and then click Properties.
  5. Click Advanced, and then click the
    WINS tab.
  6. Click Enable NetBIOS over TCP/IP, and then click OK.
