When you use the Performance Monitor to monitor Network Interface object counters with Windows Telephony service turned off, the Microsoft Management Console (Mmc.exe) will experience a memory leak every time the Rasctrs.dll file is loaded and unloaded in memory. A system event log entry that is similar to the following is generated every time the Rasctrs.dll is loaded:
