Message when you try to install or repair SQL Server 2008 on a server where the Cluster service is installed: "The machine is clustered, but the cluster is not online or cannot be accessed from one of its nodes"

Symptoms

When you try to install or repair Microsoft SQL Server 2008 on a server where the Cluster service is installed, the installation or repair process may be blocked by a rule check. You may receive a message in the Detail.txt file that resembles the following:

datetime Slp: Rule running on machine: WS03-NODE2

datetime Slp: Rule evaluation done: Failed

To continue determine why the cluster is not online and rerun setup instead of rerunning the rule since the rule can no longer detect a cluster environment correctly.
Additionally, you may see information that resembles the following in a table in the SystemConfigurationCheck_Report.htm file.
