Symptom

64bit version Diskpart.exe fails to import dynamic RAID sets with error 'The disk management services could not complete the operation'.

Resolution

To work around this issue, run the 32bit version of Diskpart.exe on the 64bit server.  The easiest method is to copy the 32bit version of diskpart.exe to a temporary directory and then run diskpart.exe directly from that directory.
