Consider the following example. Your system administrator deploys a package to your computer by using Systems Management Server (SMS). However, BITS cannot start on your computer. Therefore, you cannot download the package from the distribution server.
However, because BITS runs together with other services in the Svchost.exe process, the SHGetFolderPath function may be called by other services. Therefore, the CSIDL_COMMON_APPDATA value is cached in the Svchost.exe process. In this scenario, the cached value is passed back to BITS by the Svchost.exe process.
However, if the call for the SHGetFolderPath function does not retrieve the cached value, a NULL value is cached for CSIDL_COMMON_APPDATA instead. Therefore, BITS does not start.
