Outgoing PSTN calls are unavailable and Event ID 46020 is logged on an Office Communications Server 2007 R2 front-end server

Outgoing Public Switched Telephone Network (PSTN) calls are unavailable in an Microsoft Office Communications Server 2007 R2 environment. Additionally, you find the following Event is logged on the Office Communications Server 2007 R2 front-end server:

Event Category: (1038)
Event ID: 46020
An unexpected exception occurred while loading configuration data and outbound calls may be affected.
Stack: at System.Runtime.InteropServices.Marshal.ThrowExceptionForHRInternal(Int32 errorCode, IntPtr errorInfo)at System.Management.ManagementObjectCollection.ManagementObjectEnumerator.MoveNext()at Microsoft.Rtc.OutboundRouting.Settings.LoadWmiClass(String className, CallBack callback)at Microsoft.Rtc.OutboundRouting.Settings.LoadPhoneUsages()at Microsoft.Rtc.OutboundRouting.Settings.Load()
This could be caused due to failure to contact the DC. Review other WMI event log entries for details.
If this persists, restart the front end service.

This issue occurs because of an error that is encountered when Office Communications Server 2007 R2 loads the Outbound Routing policies.
To fix this problem, install the following cumulative update:
