When you restart your computer, the Netlogon service may not start and the following error message is displayed when you attempt to log on at the server console:
Unable to log you on because the Netlogon service is not running.
The server may start successfully after multiple restarts.
This behavior occurs because the Security Accounts Manager (SAM) for the domain does not initialize if the locale for the computer is set to use a code page that uses Unicode double compression. A locale that is known to support this feature is Hungarian. The way that string comparisons are handled for double compression code pages causes the problem.

To work around this problem, change the locale to one that does not use double compression (this includes all English language locales).
Microsoft has confirmed that this is a problem in Windows NT 4.0 and Windows NT Server 4.0, Terminal Server Edition.
This problem was first corrected in Windows NT Server 4.0 Service Pack 6 and Windows NT Server 4.0, Terminal Server Edition Service Pack 6.
