Symptoms
You install update 2183461 for Windows Internet Explorer 8 on a computer that is running Windows 7 or Windows Server 2008 R2. After you install the update, Internet Explorer 8 Upgrade Advisor does not function correctly. If you enable the Keep using this add-on anyway setting for an add-on, the Upgrade Advisor dialog box appears every time that you start Internet Explorer 8.
Cause
This issue occurs because a binary update that is required for the Internet Explorer 8 Upgrade Advisor to function correctly is missing from update 2183461.
