ActiveX component calls to Update were updated to include the PROPID_Q_JOURNAL and PROPID_Q_JOURNAL_QUOTA properties when updating private queues.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

This problem was first corrected in Windows NT Server version 4.0, Terminal Server Edition Service Pack 6.
This failure only occurs when updating the PROPID_Q_JOURNAL and PROPID_Q_JOURNAL_QUOTA properties for an existing private queue. This was not a problem when creating a private queue and specifying these properties.
