When you view an image with the Image Preview tool or you preview the image in the My Pictures folder, the Rotate the picture button may be unavailable.
This behavior occurs if you are viewing an image of a type that Image Preview cannot rotate. Image Preview cannot rotate the following image types:
  • .emf
  • .gif (animated files)
  • .ico
  • .tif (multiple-page and transparent)
  • .tiff (multiple-page and transparent)
  • .wmf
To work around this behavior, convert the image to a file type that Image Preview can rotate, or use a different graphics program that can rotate the type of file that you are using. Image Preview can rotate the following image types:
  • .bmp
  • .dib
  • .gif (non-animated files)
  • .jpe
  • .jpeg
  • .jpg
  • .png
