A migration installation of Windows Small Business Server 2011 Standard Edition fails and then reports the following issue:
Windows Small Business Server group policies cannot be configured.
In this situation, the SBSsetup.log that is located at C:\Program Files\Windows Small Business Server\Logs displays the following error:

Small Business Server Setup tries to create several Group Policy settings on the Small Business Server 2011 server. If the Sysvol folder is not shared on the Small Business Server 2011 server, the policy creation tasks fail. This issue occurs if, during the installation process, you receive a pop-up message stating that Active Directory replication is taking longer than expected, and you choose not to wait for replication to finish.
Microsoft now has a utility that may successfully complete the installation process. However, this utility is intended to correct only the problem that is described in the "Symptoms" section. Apply it only to systems that are experiencing this specific problem.
To resolve this problem immediately, contact Microsoft Customer Support Services to have a Microsoft Support Professional use this utility to resolve the issue.
