You have some Windows Server 2008 R2-based domain controllers in central datacenter locations.
Clients access the domain controllers through a Wide Area Network (WAN) connection.
The WAN has a limited bandwidth.
You restart the domain controllers, and then the clients start to connect to the domain controllers.
In this scenario, the WAN experiences heavy usage. Therefore, applications that communicate over the WAN respond slowly.
This issue occurs because the clients update the Active Directory Service Interfaces (ADSI) schema cache after you restart the domain controllers. This issue also occurs if the aggregate schema is not updated, because the time stamps are not tracked by the domain controllers correctly. Some components of the Group Policy engine (for example, the Group Policy Preferences and Windows Management Instrumentation (WMI) filter of a Group Policy Object) may use Active Directory Service Interfaces to retrieve information from Active Directory. This operation consumes lots of WAN bandwidth and causes heavy CPU usage on the domain controller. Therefore, the system startup time and the user logon time are longer than expected.
The following hotfix package resolves the issue on the Windows Server 2008 R2-based domain controllers. To resolve this issue, install the following hotfix package on the Windows Server 2008 R2-based domain controllers.
After you install the following hotfix on the domain controllers, the performance of time stamp processing on the aggregate schema is improved. The domain controller uses the most recently changed time stamp of the full schema as the primary tracking mechanism for the aggregate schema.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you do not have to make any changes to the registry.
You must restart the computer after you apply this hotfix.
