Items that are copied to the Inbox are not synchronized to the server mailbox when the delivery location is set to a .pst file

Consider the following scenario when you use Microsoft Office Outlook 2003, Microsoft Office Outlook 2007, or Microsoft Outlook 2010:
  • Outlook is configured to connect to a mailbox on Microsoft Exchange Server 2003, on Microsoft Exchange Server 2007, or on Microsoft Exchange Server 2010.
  • Outlook is also configured to use Cached Exchange Mode and to deliver new email messages to a Personal Folder (.pst) or Outlook Data (.pst) file.
  • You move or copy email messages or other Outlook items to your local copy of the Inbox folder.
  • The locally cached copies of items are stored in the Offline Outlook Data (.ost) file.
In this scenario, the items are not synchronized to the mailbox on Exchange Server. Therefore, you cannot access the items by using Outlook Web Access or Outlook Web App (OWA), Microsoft Exchange ActiveSync, or by using any other method.

This issue does not occur if you connect to the Exchange mailbox by using online mode. Additionally, this issue does not occur if you move or copy Outlook items to folders other than the Inbox.
This behavior is by design.
To make sure that items that you copy or move to your local copy of the Inbox folder are synchronized to the Exchange mailbox, set the Exchange mailbox as the default delivery location. To do this, follow the steps that are appropriate for your version of Outlook.
Outlook 2010
  1. Start Outlook 2010.
  2. On the ribbon, on the File tab, click Account Settings, and then click Account Settings again.
  3. Click the Data Files tab.
  4. Select your Exchange offline data (.ost) file. The file shows your Microsoft Exchange SMTP address.
  5. On the Data Files toolbar, click Set as Default.
  6. Click the E-mail tab.
  7. Select your Exchange account. The account will be displayed as type Microsoft Exchange.
  8. On the E-mail tab, click the Change Folder button.
  9. Select the Exchange account. The account shows your Microsoft Exchange SMTP address.
  10. Click OK, and then click Close.
  11. Restart Outlook 2010.
Outlook 2007
  1. Start Outlook.
  2. On the Tools menu, click Account Settings.
  3. Click the Data Files tab.
  4. Select your Exchange account. The account is displayed as type Microsoft Exchange or Exchange.
  5. On the E-mail toolbar, click Set as Default, and then click Close.
  6. Restart Outlook 2007.
Outlook 2003
  1. Start Outlook 2003.
  2. On the Tools menu, click E-mail accounts.
  3. Select View or change existing e-mail accounts, and then click Next.
  4. In the Deliver new e-mail to the following location dropdown, select your Exchange mailbox.
  5. Click Finish.
  6. Restart Outlook 2003.
