Verify the Default Provider is set Correctly for the Central Administration Web Application.

You have set up forms based authentication for SharePoint Server. After modifying the web.config file for Central Administration, several links time out and do not load in the Central Administration web application.
When configuring forms based authentication for SharePoint Server, the ASP Role Manager is not configured properly in the web.config file for Central Administration. If the role manager is enabled, the default provider must be set to "AspNetWindowsTokenRoleProvider". If the role managers default provider is not set to AspNetWindowsTokenRoleProvider, you might experience slow load times for several links in Central Administration.

The code segment below provides an example of an incorrectly configured role manager.
<roleManager enabled="true">
To resolve this issue, set the role manager's default provider to "AspNetWindowsTokenRoleProvider". The example below shows a correctly configured role manager.
 <roleManager defaultProvider="AspNetWindowsTokenRoleProvider" enabled="true"  >
