When you try to install a Key Management Service (KMS) host key for Windows 8 activation on a Windows Server 2008 R2 KMS host, you receive the following error message:
0xC004F015: The Software Licensing Service reported that the license is not installed. SL_E_PRODUCT_SKU_NOT_INSTALLED
This error occurs even if you have installed the update that is described in the following Microsoft Knowledge Base article:
2691586 An update is available for Windows 7 and Windows Server 2008 R2 KMS hosts to support Windows 8 and Windows Server 2012
This issue occurs because the Windows 8 KMS host key can only be installed on a KMS host that is running one of the following operating systems:
Windows 7 that has update 2691586 installed
Windows Vista that has update 2691586 installed
Every KMS host key is associated with a group of Windows editions. Additionally, a KMS host key that is associated with Windows client operating systems cannot be installed on Windows Server operating systems and vice-versa. You can install a Windows Vista or Windows 7 KMS host key on a Windows Server 2003 KMS host. However, there is no update that enables a Windows Server 2003 KMS host to support Windows 8 or Windows Server 2012 KMS host keys.
If you do not want to set up a Windows 8 KMS host, install a Windows Server 2012 KMS host key. A Windows Server 2012 KMS host key can activate Windows Vista, Windows Server 2008, Windows 7, Windows Server 2008 R2, Windows 8, and Windows Server 2012.
