FIX: Data loss when you import a data-tier application from a .bacpac package file to Microsoft Azure SQL Database

Microsoft distributes Microsoft SQL Server 20012 Service Pack 1 fixes as one downloadable file. Because the fixes are cumulative, each new release contains all the hotfixes and all the security fixes that were included with the previous SQL Server 20012 Service Pack 1 fix release.
Symptoms
Assume that you import a data-tier application (DAC) .bacpac package to Microsoft Azure SQL Database while the connection to the database is throttled. In this situation, the database may experience data loss.

Note The import process seems successful. However, the database does not contain all records from the DAC package.
