Error starting Outlook 2003 when Office 2016 or 2013 is also installed

Support for Office 2003 has ended

Microsoft ended support for Office 2003 on April 8, 2014. This change has affected your software updates and security options. Learn what this means for you and how to stay protected.

Symptoms
When you start Microsoft Office Outlook 2003, you may receive an error message that resembles one of the following error messages:

OUTLOOK.EXE - Ordinal Not Found
The ordinal 8626 could not be located in the dynamic link library
C:\Program Files\Microsoft Office\root\Office16\outlph.dll

OUTLOOK.EXE - Ordinal Not Found
The ordinal 8626 could not be located in the dynamic link library
C:\Program Files\Microsoft Office 15\root\Office15\outlph.dll

OUTLOOK.EXE - Ordinal Not Found
The ordinal 7950 could not be located in the dynamic link library
MSO.dll

Cause
This problem occurs when you have both of the following versions of Outlook installed on the same computer:
  • Outlook 2016 (as part of an Office 2016 Click-to-Run installation)
  • Outlook 2013 (as part of an Office 2013 Click-to-Run installation)
  • Outlook 2003
Resolution
Having both Outlook 2003 and Outlook 2016 or Outlook 2013 on the same computer is an unsupported configuration. We recommend that you remove Outlook 2003 and instead use Outlook 2016 or 2013. You can either remove Office 2003 or you can remove just Outlook 2003 from your Office 2003 installation.
  • The following steps can be used to uninstall Office 2003
    1. Open Control Panel.
    2. Under Programs, click Uninstall a program.
    3. In the list of installed programs, select your Office 2003 installation, and then click Uninstall.
    4. Follow the steps provided by the Setup program to uninstall Office 2003.
  • The following steps can be used to remove Outlook 2003 from an Office 2003 installation
    1. Open Control Panel.
    2. Under Programs, click Uninstall a program.
    3. In the list of installed programs, select your Office 2003 installation, and then click Change.
    4. In the Maintenance Mode Options dialog box, select Add or Remove Features and then click Next.
    5. in the Custom Setup dialog box, click to clear the Outlook option, and then click Update

If you must use Outlook 2003 until you completely migrate to Outlook 2016 or Outlook 2013, you can repair your Office 2003 installation. This enables you use Outlook 2003, but can potentially break your Outlook 2016 or Outlook 2013 installation. Therefore, we strongly recommend that you remove Outlook 2003 to resolve this problem.
