You cannot move or delete an email message that is larger than the maximum receive or send size in an Exchange Server 2010 environment

Symptoms
Consider the following scenario:
  • You set the Maximum receive size (KB) and the Maximum send size (KB) in the Transport Settings Properties dialog box on a Microsoft Exchange Server 2010 server.
  • You have an existing email message that is larger than the maximum receive or send size.
  • You try to move the email message to another folder or you try to delete the email message by using Microsoft Outlook 2010 or the Outlook Web App.
In this scenario, the move or the delete operation fails. Additionally, you receive the following error message:
Some items cannot be deleted. They were either moved or already deleted, or access was denied.
Cause
This issue occurs because the Exchange Information store does not allow for email messages that are larger than the size limit to be saved. Therefore, a MaxSubmissionExceeded exception is thrown that causes the move or the delete operation to fail.
