Can't add Microsoft account during initial setup of Windows Phone 8

Symptoms
When you go through the initial setup process for your Windows Phone 8 and try to add your Microsoft account, you get one of the following error messages:

Can't connect

We're having a problem signing in. Make sure you have good reception. If you do, the problem may be on the other end. Wait a little while and try again.

Problem signing in

We’re really sorry, but we’ve run into a problem, and we’re not sure what caused it. This might be a temporary issue that will be fixed if you try again later, but if you keep seeing this error and want to call support, here’s an error code that might help them figure out the problem:

0x80048264 or FFFFFE70

Cause
You may get one of these errors if:

  • Your phone has an incorrect date and time set.
  • You do not have a data connection.
  • Your phone is in a "bad state."

Resolution

1. Reset the time

To manually reset the clock on your Windows Phone 8:
  1. On Start, flick left to the App list, tap Settings , and then tap Date+time.
  2. Tap to toggle Set automatically to Off.
  3. Tap each of the options to set the current Time zone, Date, and Time. When you're done, tap the phone's back button.

IMPORTANT Double-check that the day, month, and year listed are all correct before you proceed.
  4. Sign in with your Microsoft account again by going to Settings and then Email+accounts.

2. Connect to Wi-Fi

If the previous steps didn't help, or if the date and time was set correctly, try connecting to Wi-Fi and signing in again:

  1. On Start, flick left to the App list, tap Settings , and then tap Wi-Fi. Select a Wi-Fi network and connect to it.
  2. Sign in with your Microsoft account again by going to Settings and then Email+accounts.

3. Reset your phone

If the steps above still didn't help, your phone may be in a bad state, which means you will have to reset the phone to its original factory settings and set it up again.

Note More information about resetting your phone can be found in the Help & How to article Reset my phone.
