When you attempt to open the Active Directory Connector (ADC) snap-in, you may receive the following error message:
The Active Directory Connector snap-in failed to initialize. The Default ADC Policy object could not be located in the Active Directory. Please ensure that the directory object has not been deleted and that sufficient permissions have been granted to your account.

ID no: c103aa81
Microsoft Active Directory Connector Management.
This behavior can occur if you do not have sufficient permissions to the ADC object.
To resolve this behavior if you are an administrator:
  1. Log on as a domain administrator, and then start the Active Directory Sites and Services snap-in.
  2. Right-click the root directory, click Select View, and then click Show Services Node.
  3. Browse to the following location:
    Services/Microsoft Exchange/Active Directory Connections
  4. Right-click Delegate Control.
  5. Click the account that you want to grant permissisons to administer Connection Agreements, and then click Next.
  6. Ensure that the Delegate Control of option is set to the default setting, and then click Next.
  7. Grant the user the appropriate permissions.

NOTE: The user must have at least Read permissions to the ADC object to open the ADC snap-in.
This behavior is by design.
